This pilot program offered free delivery of weekly groceries to select Providence households enrolled in the Supplemental Nutrition Assistance Program, or SNAP. The Rhode Island Food Policy Council partnered with CartwheelRI, a nonprofit grocery delivery service, and Tufts Health Plan to design the pilot program, recruit eligible participants, and offer the delivery service through fall 2021.
Many SNAP customers — in Rhode Island and across the U.S. — struggle to shop in person for fresh groceries because of health risks, transportation challenges, and other concerns. This gap in the food system has been magnified by the COVID-19 pandemic, which makes in-person shopping riskier for families, the elderly, and others.
